It was no different in academia. Some personalities like process more than results, and those are the ones that rise to the top, except possibly in times of actual crisis.
I thought it would strike a chime with you. Also law (lawyers seem to assume the world will continue securely no matter what they do); and the EU.
That sergeant in "Zulu" who won't open the ammunition box without an officer's signature, when all the officers are dead...
All very well to point out private sector idiocies, but it ignores the monstrously huge, mountainous, Googlocollassal elephant in the room: Government.
